Associate Director of Partner Data and Analytics – Win Justice

The 2016 election was a wake-up call for progressive Americans and the organizations that work to protect their values. To make our vision for this country a reality, we must prove to new, infrequent, swing, and drop-off voters that the change they want in their own lives can be achieved through political participation.

The Center for Community Change Action, Color of Change PAC, Planned Parenthood Votes, and Service Employees International Union, along with our state-level affiliates, partners, and political committees – have joined together to form a groundbreaking coalition to build lasting power and win key elections in battleground states in 2018. The strength of our collaboration is in our organizations’ deep capacity on the ground, brand strength, positive vision and values, history of collaboration and trust, and track record of engaging voters at scale. Our campaign will reach 2.5 million voters in Florida, Michigan, and Nevada, and change the face of the electorate from the ground up by mobilizing low- and mid-propensity voters of color, women, young people, and union supporters in Florida, Michigan, and Nevada. Each state program will be designed to motivate and deliver drop-off voters who do not reliably vote during non-presidential elections.

We are building fully integrated plans in each state — from creating the initial voter universe to testing and scaling what we see working — while leveraging the unique strengths of each organization. Our program will be fully coordinated with the America Votes program and all data will live in the VAN — the platform used by progressive organizations that ensures integration and use of best practices in compliance, digital, field work, and organizing.

Position Description:
The Associate Director of Partner Data & Analytics is responsible for day-to-day management of data & analytics across four Joint Program organizations coordinating 2018 electoral and organizing program in three states. Specifically, this role will own maintenance of targets across channels of program (including field, digital and mail), manage reporting on joint program, ensure data pipelines enhance collaboration and accountability, and partner with program staff to develop and measure against quantitative program goals. The role will work in consultation with the organizational data teams and is managed by the National Campaign Director.

Principle Responsibilities:

  • Targeting
    • Along with national partner groups, develop and maintain individual voter targeting and assist with paid media targeting for all granted organizations.
  • Systems Integration and Standards
    • Working with four national partner organizations, establish data standards for creating and tracking program metrics in VAN and other data systems.
    • Build, deploy, and maintain centralize data gathered in the course of partner granted program across three states, utilizing Civis Platform and other tools.
  • Strategic Guidance and Daily Reporting 
    • Working with Program Director and national staff at each partner group, provide guidance and support to State Directors and state-level program staff to implement best practices in field data and support for targeting and outreach.
    • Manages day-to-day integration with partner vendors.
    • Build and maintain reporting on Joint Program voter contact and organizing, utilizing pipelines from partner organizations’ in house data systems.
    • Oversees dataflow and vendor relations necessary to providing for and improving upon Joint Program reporting systems around online and offline organizing.
  • Testing & Experiments
    • Managing data implementation of all Joint Program testing programs.
    • Develop and Manage the experiment design


  • At least three cycles of experience in holding primary management of and responsibility for statewide or national-regional candidate or issue campaign data & analytics.
  • Proficiency in administering VAN across multiple states.
  • Proficiency in managing campaign data using SQL, Excel and Google Docs.
  • At least one cycle of experience in automating data pipelines.
  • At least one cycle of experience using Civis Platform is preferred.
  • At least one cycle of experience in managing campaign data in a partner- or client-facing environment is strongly preferred.
